Job Description

This position is only open to Colorado state residents.
New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

About the Work Unit

The Greenhouse Gas and Air Quality Specialist works in the Colorado Department of Transportation’s (CDOT’s) Environmental Programs Branch – Air Quality and Climate Section.  The Environmental Programs Branch (EPB) ensures that CDOT construction, maintenance and planning activities comply with the broad range of state and federal regulations, executive orders, interagency agreements and CDOT policies which mandate the protection of the environment. EPB staff develop CDOT policy for environmental issues, conduct scientific investigations, develop mitigation strategies to avoid or minimize harmful environmental impacts, prepare professional reports and conduct interagency negotiations which result in necessary approvals to complete CDOT activities. EPB also ensures that environmental issues are addressed uniformly in each of the Department’s five decentralized Transportation Regions.

The Air Quality and Climate Section is responsible for developing methods and procedures to implement all state and federal requirements, programs and performance measures related to greenhouse gases and air quality. This includes implementation of relevant provisions in Senate Bill 21-260 now codified in CRS 43-1-128 and the Federal Infrastructure Investment and Jobs Act (IIJA). This section also supports the Nonattainment Area Air Pollution Mitigation Enterprise Board, develops guidance on air quality and Greenhouse Gases (GHGs) for the environmental study/NEPA process and supports the CDOT regions in this work. The section also is responsible for supporting implementation of CDOT’s GHG Planning Rule (2 CCR 601-22) and providing other air quality support as needed.

About the Position

This position serves primarily as a greenhouse gas and climate change program specialist in the air quality and climate section within the Environmental Programs Branch (EPB).  This position will additionally support broader air quality related work as needed.

The Specialist supports the development of recommendations for CDOT’s efforts to mitigate transportation related greenhouse gas, climate and air quality impacts and provides them to the appropriate management levels for consideration.

Major duties and responsibilities are performed with guidance and under supervision of senior staff and include, but are not limited to:

Transportation Project Greenhouse Gas and Air Quality Environmental Impact Analysis

Provides guidance to CDOT regional staff and consultants on greenhouse gas, climate and air quality environmental impact evaluation requirements for proposed transportation facility construction projects including assisting with the evaluation of applicable state and federal regulations, guidance, and exemptions.
Supports interagency coordination to ensure agreement on applicable requirements and appropriate level of technical analysis necessary under the National Environmental Policy Act (NEPA), Council on Environmental Quality (CEQ) regulations, Clean Air Act (CAA) and associated regulations.
Reviews and ensures that greenhouse gas, climate and air quality technical analyses prepared by project consultants for the CDOT regions follow established workplans are accurate and comply with federal and state laws, regulations, and guidelines.
Assists with providing input on resource analysis workplans including identification of the appropriate computer software model(s) (i.e. EPA MOVES, FHWA Carbon Infrastructure Carbon Estimator, FTA’s Transit GHG Emissions Estimator, etc.) and recommendations on how to appropriately run the models to estimate emissions from the project.
Provides support by identifying available transportation related data within proposed project corridors to assist with calculating accurate representative greenhouse gas and air quality emissions in alignment with agreed upon modeling methods.
Assists with and develops an understanding of how to appropriately run EPA Motor Vehicle Emissions Simulator (MOVEs) software for the purpose of estimating emissions from vehicles operating on roadway segments to provide guidance to regional project team consultants on appropriate methods for greenhouse gas, climate and air quality resource analysis.
Develops and issues project clearance letters according to CDOT guidance with support of supervisor.
Learns to make recommendations for greenhouse gas, climate and air quality mitigation practices for CDOT transportation projects which include focused consideration on impacts to disproportionately impacted communities (DIC) nearby projects.
Assists with translating ideas from CDOT risk and resilience program into project design elements to improve climate resilience.
Monitors, informs and educates CDOT staff and consultants regarding changes in greenhouse gas, climate and air quality laws, standards, regulations, and guidelines and prepares reports as needed.
Greenhouse Gas and Climate Program Support

Develops an understanding of and supports implementation of CDOT’s GHG Planning rule (2 CCR 601-22) which sets GHG reduction targets for Metropolitan Planning Organizations (MPOs) and CDOT statewide during long range transportation plan (LRTP) and CDOT’s 10-year plan development.
Assists in developing and maintaining CDOT guidance pertaining to GHG Planning rule (2 CCR 601-22) and participates in meetings with MPOS and CDOT staff to help answer questions related to demonstrating rule compliance.
Coordinates meeting agendas and material submittals to CDOT’s Transportation Commission (TC) when MPOs and CDOT are required to submit GHG reduction compliance reports as required by the GHG Planning rule.
Develops an understanding of CDOT’s Policy Directive “Greenhouse Gas Mitigation Measures” and how to calculate GHG reduction benefits using this directive to support GHG mitigation action plans adopted by CDOT and MPOs.
Supports the development of annual reports to the Transportation Commission (TC) demonstrating CDOT’s progress achieving goals contained in GHG mitigation action plans adopted by CDOT to support demonstration of compliance with the GHG Planning rule.
Coordinates with the Colorado Department of Public Health and Environment, Federal Highway Administration (FHWA), Federal Transit Administration (FTA) and Federal Railway Administration (FRA) as needed with support of supervisor.
Supports maintenance and updates to greenhouse gas, climate and air quality related guidance documents to ensure they are up to date with current regulatory requirements.
Additional Duties

Provides other greenhouse gas, climate and air quality support which may include:

Attending professional development training opportunities to gain knowledge and skills in alignment with job duties;

Attending state and national committees related to decarbonization of the transportation sector;

Learning digital web accessibility standards and remediating documents as necessary to support GHG program

compliance with state and federal online document accessibility standards;

Supporting training to CDOT and MPO staff and consultants related to greenhouse gas, climate and air quality related environmental review requirements;

Supporting special projects or initiatives to develop and implement transportation GHG reduction measures within the Department;

Other duties as assigned.

Work Environment: 

Primarily 8:00 AM – 5:00 PM work hours, Monday-Friday (flexible schedules may be available.)

A hybrid schedule with a combination of in-office and remote work is available after completion of a training period.

Periodic day and overnight travel within Colorado specific to environmental project clearance and stakeholder meetings or to attend in-state training or conferences.

Minimum Qualifications

Experience Only:
Must total 5 years and include the following:

Four years of full-time professional experience in environmental science, engineering, natural resources, transportation planning, or another area closely related to the duties of this position.
AND at least one year of full-time professional work experience with a primary focus on air quality or greenhouse gas environmental studies or analysis

OR

Experience and Education:
A combination of education and experience totaling 5 years Education in environmental science, engineering, natural resources, transportation planning, or another field of study closely related to the duties of this position will be considered.
Experience full-time professional work experience with a primary focus on air quality or greenhouse gas environmental studies or analysis will be considered.
