SUMMARY  

Under the direction of assigned supervisor in the Information and Communications Technology (ICT) Unit will perform a variety of specialized activities involved in the collection and analysis of data information. The position will join the team leading to the development of innovative solutions within the imperial County Public Health Department data environment to enhance interoperability of our data systems and data migration, integration of solutions within the county, and local partners to improve surveillance of COVID-19.

Hourly range: $28.00 - $34.81 per hour depending on experience/qualifications

ESSENTIAL FUNCTIONS  

• Design workflows and processes for automating data management and quality assurance across multiple data environments.
• Collaborate with CDPH COVID19 response teams including surveillance/epidemiology, outbreak investigations, contact tracing, policy makers, information technology, and leadership to enhance and/or obtain systems for storing, analyzing, reporting, and sharing COVID19-related data.
• Develop and implement procedures to ensure data integrity, security, and confidentiality of public health data. Understand industry best practices, stakeholder needs, and future directions to ensure CDPH remains in compliance.
• Lead and manage the development of datasets, data visualizations, dashboard, data access, and reporting applications and written reports.
• Conceptualize, coordinate, and produce internal reports and public-facing materials (e.g., tables and visualizations) that describe/interpret epidemiologic analysis that influence COVID-19 control and prevention policy.
• Present at meetings and scientific conferences, if applicable.
• Participate in conference calls with key stakeholders at CDPH, local health jurisdictions (LHJs), CDC, and academic partners.
• Perform other duties as directed by CDPH Leadership.
• Collaborate effectively with team members.

JOB QUALIFICATIONS  

• Must be able to communicate effectively in English (both oral and written) in dealing with the public, vendors, and employees
• High level analytical and problem-solving skills
• Demonstrate reliability, integrity, and attention to detail
• Strong programming and informatics skills (R, SQL, Python or similar programming language)
• Experience in designing/engineering data workflows and processes for automating ETL, data cleaning, and data quality assessments from structured and unstructured data sources
• Experience with health information interoperability standards such as HL7 and FHIR
• Knowledge of fundamentals and principles of epidemiology, biostatistics, and public health
• Demonstrated ability to effectively communicate orally and in writing with public health and healthcare professionals as well as internal partners
• Knowledge and application of security and confidentiality requirements for reportable disease/public health surveillance data and protection of public health information
• Ability to prioritize and manage multiple tasks and work well independently and with a team

Education/Experience  

• Any combination of education and training which demonstrates the ability to perform the duties and responsibilities in the conceptualization, design, and production of animation, graphics, web and print materials, non-linear video, and audio editing/production and/or Web development.
• College level course work and certifications in computer science, software development, multimedia design, or related field, preferred.

Certificates/Licenses  

A valid California driver’s license, proof of vehicle insurance, and reliable transportation or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Travel will be reimbursed.
