Job Description and Duties

Under general direction from the Chief, Consultant Services Unit (CSU), this position serves as the Contract Manager on multiple Architectural  and Engineering (A&E) contracts. As a Contract Manager, the incumbent will procure & manage Architectural and Engineering (A&E) contracts.  Manage assigned contracts. Tasks include: ensuring that contract requirements of scope, budget, and time are adhered to; development of task  orders that are within the contract requirements; negotiating task orders to ensure best value for the State; approving deliverables and services  rendered by consultant (may include providing engineering/technical reviews); ensuring funds are secured and properly encumbered; approving  invoices to ensure payment within the Prompt Payment Act; maintaining the integrity of contract files including updated performance and status  information; monitoring and evaluating consultant performance; close-out and archiving of contracts. On a monthly basis, forecast and provide  detailed contract expenditures and performance for use in the preparation of the Capital Outlay Support Tracking report. Coordinate with the  Chief, Consultant Services Unit, and assigned Division(s) in identifying specific services to be provided by contract. Determine appropriate  contract type, budget, payment method, duration, and applicable goals (Underutilized/Disadvantaged Business Enterprise (U/DBE)/Small  Business Enterprise (SBE)/ Disabled Veterans Business Enterprise (DVBE)). Prepare complete procurement package which includes but is not  limited to: contracting out pre-approvals; completed Service Contract Request (ADM 360), including clear and concise Contract Scope of Work  and workload justification estimates; funding approvals; selection panel recommendations.

Working Conditions

Position located at 111 Grand Avenue, Oakland, CA 94612, Alameda County

Multiple positions may be filled from this recruitment.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Special Requirements

• Possession of a valid driver’s license is required when operating a state owned or leased vehicle.

• This position(s) requires(s) a valid Professional …License issued by the California Board of Registration for Professional Engineers for appointment.

In addition to the minimum qualifications listed above, the following position specific qualifications will be evaluated. Please attach to your application, an up to two page (size 12 font) Statement of Qualifications demonstrating that you possess the desirable qualifications listed  below. Be specific and provide references when possible:

1. Demonstrated knowledge as it relates to contract (Consultant or Contractor) management, including related education and training.

2. Demonstrated ability to work with internal functional units to deliver programs, projects and/or products on time and within scope and budget.

3. Demonstrated knowledge of PRSM, EFIS and other PPM reports to forecast and provide detailed contract expenditures.

4. Demonstrated ability to monitor/control contract performance as it relates to quality of the Consultant’s/Contractor’s work, DVBE or DBE  activities, use of subcontractors and suppliers, license and insurance terms.

5. Demonstrated ability to assess and manage risks and propose appropriate course of actions to support functional unit’s project delivery need.

6. Demonstrated ability to work with internal and external teams to support project delivery.

7. Demonstrated a broad spectrum of interpersonal communication skills which are necessary to work cooperatively with and build partnerships  with internal and external customers.

8. Demonstrated ability to prepare effective presentations and present information in a clear and concise manner (both oral and written).
